Three decades of clinical work. A doctorate in acupuncture, a master's in Oriental medicine, and twelve certifications in the discipline she founded the Academy to credential.
Dr. Cecilia Rusnak is a licensed acupuncture physician, a licensed medical aesthetician, and a Doctor of Acupuncture. She holds a Master of Science in Oriental Medicine and a Bachelor of Professional Health Studies from Florida College of Integrative Medicine, and a Doctor of Acupuncture from the Pacific College of Health and Science in San Diego.
Her clinical training included internships at Yunnan University of Traditional Chinese Medicine and at Kunming Yuan An Hospital, with specializations in internal medicine and Tongue and Pulse diagnosis. Her paramedical aesthetics training was completed at the Florida College of Natural Health. She has since earned twelve certifications in paramedical tattooing.
The Academy is the institutional form of what she has spent a career building.
Her clinical practice — Healing Skin Medical Aesthetics in Kissimmee (Greater Orlando area) — focuses on restorative tattoo work for patients who have completed surgical or medical treatment: areola restoration after mastectomy, scar camouflage for surgical and traumatic scars, stretchmark restoration, and inkless techniques.
The work is medical-adjacent. Patients arrive after oncology, after trauma, after surgery. The discipline she teaches is the discipline she practices: clinical precision, regulatory rigor, and the recognition that the practitioner is in service of a patient’s recovery.
Dr. Rusnak has served as a Veterans Administration outpatient provider since 2015, working with veterans on pain management, scar revision following surgical or combat injury, and non-opioid therapeutic alternatives.
The work with veterans informs the curriculum directly. The Academy teaches practitioners to approach the work as clinical, not cosmetic — because the people who arrive at the practice did not come for cosmetics.
Dr. Rusnak is a cervical cancer survivor. The experience of being a patient — of receiving care, of carrying the marks of treatment — is not abstract to her. It is the lens through which she teaches.
She does not lead with this. The Academy does not market it. But it is the truth that explains the seriousness with which she approaches the discipline of restoration, and the standard to which she holds practitioners who will carry that work forward.
Paramedical tattooing has lacked a credentialing body of its own. Not an industry association. Not a continuing-education provider. A formal Academy — one that defines what qualified means, examines candidates against it, and awards a credential that means something.
Dr. Rusnak Academy is that institution. Founded in 2026 as the credentialing arm of a clinical practice that has trained practitioners for years, the Academy formalizes what was already happening: a standard, a curriculum, an examination, and a credential meant to be displayed, framed, earned.
